Cook macaroni according to package directions. Cook leeks, shallots and garlic in butter until soft but not coloured. Stir in flour and allow to cook for a minute.
Slowly whisk in milk, and bring to a simmer. Continue whisking until sauce has thickened.
Add Jarlsberg and nutmeg into simmering milk mixture; season with salt and pepper. Fold in macaroni until well coated.
Garnish with chopped fresh herbs, if desired.
